If the Web Print system is not allowing Upload & Complete (button is frozen), log off PaperCut and log on again.
Simply closing the browser window does not log the user off the system, the issue will continue.
After selecting Log out the system will prompt the user to log in again, re-select the documents for printing and then it should Upload and Complete the print job.
